A valid, permanent HMV/Transport Licence issued by any RTA/RTO in India is mandatory. Licence must remain active on or before 1 May 2026. Learning licences are strictly not accepted.
Pharmacist: D.Pharma + State Pharmacy Council registration.
Jr. Technician (Pathology / Radiography / Dental): 12th + relevant specialisation diploma.
Jr. Technician (ECG): Above + minimum 2 years ECG experience is mandatory.
Overseer (Civil): 3-year Diploma in Civil Engineering from recognised polytechnic.
- Candidates applying for more than one post — only a single application is allowed. All submissions will be cancelled if duplicates are detected.
- HEMM Operator applicants holding only a learning HMV licence as on the cut-off date of 1 May 2026.
- Candidates who do not meet the minimum matriculation percentage — 55% UR/EWS, 50% OBC-NCL, 45% SC/ST — for HEMM posts.
- Anyone providing false, fabricated, or tampered certificates — this attracts permanent debarment from NCL/CIL and potential legal action.
- Candidates already permanently debarred from any NCL or Coal India Limited recruitment process.

Stage 1 — Computer Based Test (CBT)
An online objective-type examination of approximately 90 minutes held at designated centres across India. Each correct answer carries one mark; there is no negative marking for wrong responses. For HEMM Operator posts, the syllabus covers diesel/petrol engine basics (functioning, braking, cooling, suspension, clutch), traffic rules and emission standards, General Awareness, Mental Ability, and basic Mathematics. For Paramedical and Overseer posts, the CBT tests discipline-specific technical knowledge alongside a General Awareness section — a 70:30 preparation split is recommended.
Stage 2 — Document Verification (DV)
Candidates shortlisted from the CBT based on merit and category-wise cut-offs are called for Document Verification. All original certificates — educational marksheets, caste/EWS certificates, HMV licence (HEMM posts), nursing/pharmacy council registration, and experience documents where required — must be produced in person at the DV venue. Any discrepancy between the application and original documents leads to immediate disqualification regardless of CBT rank.
Stage 3 — Initial Medical Examination (IME)
Candidates who clear Document Verification undergo a medical fitness check by NCL's authorised panel. For HEMM Operator roles, normal colour vision and physical endurance are specifically assessed given the safety-critical nature of heavy machinery operation in active mining environments. Only medically fit candidates proceed to final appointment.
Final Merit List & Appointment
The final merit list is prepared strictly on CBT scores within each post and category. There is no interview at any stage, ensuring a fully transparent, merit-driven process. HEMM Operator appointees serve a three-year training period before confirmation. All appointees are governed by the National Coal Wage Agreement (NCWA-XI) for salary and service conditions.
