Stage 1 — Preliminary Written Exam
A single paper of 200 marks consisting of 100 multiple-choice questions to be answered in 2 hours. All questions will be from General Knowledge and Current Affairs. There is a negative marking of 0.2 marks per wrong answer. Answer booklets will be in two copies — one retained by the Commission. Candidates scoring below 30% marks in the Preliminary Exam will be disqualified for Mains. From the qualified pool, candidates equal to 20 times the total vacancies will be shortlisted (category-wise merit) for the Mains examination. In cases of insufficient candidates, this ratio may be reduced appropriately. If multiple exam sessions are held, marks will be normalised using the Equi-Percentile Method.
Stage 2 — Mains Written Exam (2 Papers)
Paper I — General Hindi (सामान्य हिन्दी): 200 marks, 100 MCQs, 2 hours. Minimum qualifying marks: 30%. Marks of the Hindi paper will NOT be added to the merit list — it is qualifying only.
Paper II — General Studies: 200 marks, 100 MCQs, 2 hours. Covers: General Studies, General Science, Civics, Indian History, Indian Geography, Mathematics, and Mental Ability. Both papers carry negative marking of 0.2 per wrong answer. Merit list for PET shortlisting will be based on Paper II (General Studies) marks only — category-wise, merit order. Candidates equal to 6 times the total vacancies will be shortlisted for PET.
Stage 3 — Physical Efficiency Test (PET) — शारीरिक दक्षता परीक्षा
PET is qualifying in nature only — marks are not added to the merit list. Candidates must pass all 4 events separately. A candidate who fails the running event will not be allowed to participate in the remaining events. Maximum 3 attempts allowed for High Jump, Long Jump, and Shot Put. Final Merit List — Based on Mains (Paper II) Marks Only
The final merit list for appointment will be prepared based on Mains Paper II (General Studies) marks in merit order, category-wise. Tie-breaking rule: (1) Older candidate ranked higher → (2) Higher educational qualification → (3) Alphabetical order of name (English alphabet, as per Class 10 certificate). Candidates who qualify the running event within the time limit must also pass all remaining events. Failing any single event = disqualified from the entire PET.
Pregnant Women Candidates — PET Rule
Married women candidates found to be pregnant at the time of medical examination before the Running/PET will not be permitted to participate in the Running and Physical Efficiency Test. Service Conditions
Selected candidates will be appointed as regular government employees in the Bihar Home Guard Service Cadre under the Home Department (Special Branch), Bihar. All service conditions, allowances, leave entitlements, medical benefits, pension, and other rules will be as per Bihar Government norms applicable to employees of the equivalent pay level. Prior to final appointment, all selected candidates will undergo medical examination, character verification, and antecedents verification as prescribed by the Appointing Authority (Dy. IG-cum-Dy. Step 1: Visit Official BPSSC Website
Go to https://bpssc.bihar.gov.in and click on the “Home Guard” Tab. Find and click the link for Advt. No. 08/2026 — Company Commander (Gulm Samadeshtak) recruitment. Read the complete notification carefully before applying.
Step 2: Register with Valid Mobile Number & Email ID
Click the registration link and enter your name, nationality, mobile number, email ID, Bihar state domicile status, reservation category, gender, and date of birth. Use a valid and active mobile number registered in your name if possible — Registration ID and Password will be sent to this mobile number and email via SMS/Email. Only one application per mobile number is permitted.
Step 3: Pay the Application Fee — ₹100
Pay the application fee of ₹100 (all categories) via Net Banking, Credit Card, Debit Card, or UPI. No other payment mode is accepted. Once payment is successful, the fee is non-refundable under any circumstances. If the amount is deducted but registration is not completed due to technical issues, it will be refunded by the Payment Gateway within 7 working days. Step 4: Fill Part-2 of Application Form
After successful registration and payment, log in with your Registration ID and Password. Fill Part-2 with: father’s/husband’s name, mother’s name, correspondence address, educational qualification, and other details. Provide correct information as any mismatch during document verification will lead to cancellation. Select your reservation category carefully — selecting a wrong category will disqualify your application.
Step 5: Upload Photograph & Signatures
Upload: (i) Recent passport-size colour photograph (white background, taken within 2 months, 15–25 KB, JPG/JPEG/GIF format); (ii) Signature in English (black or blue ink, 15–25 KB, JPG/JPEG/GIF, white background); (iii) Signature in Hindi (separately). 09. Frequently Asked Questions
Q1. I belong to a reserved category from another state (not Bihar). Can I apply and claim reservation benefits?
No. All reservation benefits — including SC/ST/BC/EBC/EWS categories and the 35% women’s horizontal reservation — are applicable only to domicile/native residents (मूल निवासी) of Bihar State. Candidates belonging to reserved categories from other states must apply as Unreserved (General) candidates. If they declare a reserved category in their application, their application will be rejected and they may face legal action. Such candidates will also be subject to the age limit applicable to Unreserved candidates.
Q2. Is there negative marking in the examination? How does it work?
Yes. There is negative marking of 0.2 marks deducted per incorrect answer in both the Preliminary Examination and the Mains Examination (both papers). If you leave a question unanswered, no marks are deducted. It is advisable to attempt questions only when reasonably confident — a wrong answer costs 0.2 marks while a correct answer earns 2 marks (as each paper is 200 marks for 100 questions). Both copies of the answer booklet must be submitted — one copy is retained by the Commission for record.
Q3. Are marks from the Physical Efficiency Test (PET) added to the final merit list?
No. The Physical Efficiency Test (PET) is qualifying in nature only. Marks from PET are not added to the final merit list. The final merit list for appointment is prepared based solely on Mains Paper II (General Studies) marks — in merit order, category-wise. Similarly, the marks from Mains Paper I (General Hindi) are also not included in the merit list — Hindi paper is only a qualifying test. This means your rank depends entirely on your performance in the Mains General Studies paper.
Q4. Are marks from the Preliminary Exam added to the Mains or final merit?
No. Preliminary Exam marks are used only for shortlisting candidates for the Mains examination. Candidates equal to 20 times the vacancies are shortlisted (category-wise) based on Preliminary marks. Once shortlisted, the Preliminary marks are not carried forward — the final merit list is based entirely on Mains Paper II marks. Preliminary marks are thus not added to the Mains or final merit list in any manner.
Q5. I failed the running event in PET. Can I attempt the other events (High Jump, Long Jump, Shot Put)?
No. Candidates who fail to complete the Running event within the stipulated time (6 min 30 sec for men, 6 minutes for women) will be declared disqualified and will not be allowed to participate in the remaining PET events. All 4 PET events must be passed separately and in sequence. For High Jump, Long Jump, and Shot Put events, a maximum of 3 attempts is provided.
Q6. My EWS certificate is from financial year 2024-25. Is it valid for this recruitment?
As per the notification, for EWS reservation, the certificate must be based on income and assets for financial year 2025-2026. Only certificates issued by the competent authority on the basis of FY 2025-26 income/asset details — and in the format prescribed as per the Bihar General Administration Department letter No. 5622 dated 24-03-2026 — will be accepted. Older certificates from FY 2024-25 or earlier may not be valid. Married women from EWS category should ensure the EWS income/property certificate is in their favour (not solely in husband’s name).
Q7. Can I submit more than one application form for this post?
No — absolutely not. Only one online application per candidate is permitted. Only one application can be submitted per mobile number. If any candidate submits more than one application (including with different names or addresses), all their applications will be rejected and BPSSC may initiate legal proceedings against such candidates. If you believe your already-submitted application has incorrect information, you may use the Cancellation (रद्दीकरण) feature to cancel it — but the fee already paid will not be refunded and you will need to pay again for a new application.
Q8. I am a Third Gender (Kinnar/Kothhi/Hijra/Transgender) candidate. What are my standards and reservation benefits?
Third Gender (Kinnar/Kothhi/Hijra/Transgender) candidates are eligible to apply. Their physical standards and PET standards are the same as Backward Class (BC) candidates. For reservation, they are separately included in the OBC (Backward Class) list at Serial No. 47 as per the Bihar Reservation Act 1991. As per Bihar Government letter dated 02-04-2025, their gender identity will be determined by the identity certificate issued by the District Magistrate in Form-3 as per the Transgender Persons (Protection of Rights) Rules, 2020 — the category assigned will be as per the gender mentioned in that certificate.
