What is Backlog Recruitment?

Backlog vacancies arise when posts reserved for certain categories (SC, ST, OBC, EWS) remain unfilled in previous regular recruitment drives — typically because no suitable candidate from the reserved category was available or qualified in that cycle. JPSC Advertisement No. 05/2026 covers Jharkhand Combined Civil Services Examination 2025 (Backlog) — these are fully permanent regular government positions with identical status, salary, and career growth as posts filled through regular recruitment. Candidates from all categories may apply, but seats are distributed as per reservation norms of the Jharkhand Government.

Eligibility Criteria

🎓
Educational Qualification
Candidates must hold a Bachelor's Degree from any University incorporated by an Act of the Central or State Legislature in India, OR from any educational institution established by an Act of Parliament, OR declared to be deemed as a University under Section 3 of the UGC Act, 1956, OR a foreign university approved by the Central Government.
  • There is no restriction on the stream of graduation — Arts, Science, Commerce, Engineering all eligible.
  • Equivalent qualifications recognised by the Central Government are also accepted.
  • Candidates in the final year of graduation may apply provisionally, subject to submitting proof before the Main Examination date.
📅
Age Limit (as on reference date in notification)
Minimum age: 21 years for all posts
  • UR Male: Maximum 37 years
  • BC-I / BC-II Male: Maximum 37 years
  • UR / EWS / BC Female (all): Maximum 38 years
  • SC / ST (Male & Female): Maximum 40 years
  • PwBD: Additional +10 years in respective category
  • Ex-Servicemen: Additional +5 years in respective category
  • Jharkhand Govt. employees with 3+ years regular service: +5 years relaxation
Note: Age must be verified from the DOB recorded in Matriculation/Secondary School certificate. No other DOB proof is accepted by JPSC.
🏳️
Nationality
Candidates must be Indian citizens. Candidates from any state of India are eligible to apply. Jharkhand domicile candidates benefit from category-based reservation provisions. Candidates from other states are considered as General/UR category irrespective of their caste.
💪
Physical Standards (Specific Posts Only)
Physical fitness standards apply specifically to candidates applying for Deputy Superintendent of Police, District Commandant (Home Guards), Jail Superintendent, and Probation Officer posts. Parameters include height, weight, and chest measurement as prescribed in the notification. Candidates for these posts must ensure they meet physical norms — non-compliance leads to disqualification at the physical test stage. No physical test is required for Deputy Collector or information service posts.
🔢
Number of Attempts
JPSC does not prescribe any limit on the number of attempts. Candidates may appear as many times as they wish, provided they meet the age limit criteria for each cycle. This is a significant advantage over UPSC (which limits IAS attempts) and makes JPSC accessible for candidates preparing over multiple years.
⚠️ Important Eligibility Warnings
  • Category/reservation declared in the online application cannot be modified at any stage after submission. Choose carefully.
  • OBC (BC-I/BC-II) candidates from outside Jharkhand are treated as General/UR — Jharkhand caste certificates are mandatory for reservation benefits.
  • Candidates who appear in the Physical Test and fail due to not meeting prescribed physical standards will be disqualified — applicable for DSP, District Commandant, Jail Superintendent, and Probation Officer posts only.
  • Final-year graduation candidates: If you do not submit your degree proof by the date specified by JPSC before Mains, your candidature will be cancelled at that stage.

Detailed Selection Process

1

Preliminary Examination (Screening)

2 objective papers, 200 marks each, total 400 marks. No negative marking. Duration 2 hours per paper. Held on the same day in two sessions. Papers cover National GS and Jharkhand-specific GS. Candidates scoring above the cutoff (released category-wise) are shortlisted — typically 15 times the number of vacancies per category. Prelims marks are not added to final merit.

2

Main Written Examination (Core Stage)

6 papers, 5 of which are merit papers (800 marks) + 1 qualifying language paper (100 marks). Descriptive/analytical format. Conducted over multiple days. Candidates must qualify the language paper separately (minimum marks prescribed). Final ranking is determined by Mains + Interview. Strategy: Strong answer writing, Jharkhand-specific content, and optional subject mastery are decisive.

3

Physical Test (Selected Posts Only)

Applies only to DSP, District Commandant, Jail Superintendent, and Probation Officer posts. Tests include height, weight, chest measurement, and physical endurance (running). Candidates who fail the physical test for these specific posts are disqualified from those posts only — they may still be considered for other posts where no physical test is required, subject to merit ranking.

4

Interview / Personality Test — 100 Marks

Conducted at JPSC headquarters in Ranchi by a panel of experienced administrators and commissioners. Duration: 15–30 minutes. Evaluates analytical ability, leadership potential, communication skills, awareness of Jharkhand and national issues, and overall suitability for civil service. 100 marks are added to Mains score for final merit preparation.

5

Document Verification & Medical Examination

Candidates provisionally selected based on final merit list are called for document verification. Original certificates for educational qualification, age proof, caste/category, domicile etc. must be produced. A medical fitness examination is conducted at a designated Government hospital. Candidates found ineligible at DV/Medical are replaced by the next candidate in the waiting list.

6

Final Merit List, Service Allotment & Appointment

JPSC prepares the final merit list based on combined Mains (950 marks) + Interview (100 marks) = 1050 total marks. Candidates indicate service preferences (e.g., JAS, JPS, Information Service). Allotment is based on merit rank + category + service preference. Appointment orders are issued by the Jharkhand Government, followed by probationary training at LBSNAA, Mussoorie / State Training Academy.

Prelims marks excluded from final merit Merit = Mains 950 + Interview 100 = 1050 Service allotment based on rank + preference Probationary training after appointment

4

Upload Photograph & Signature

Upload a recent passport-size colour photograph and signature in the format and file size specified on the portal. Use a plain white or light background. Photograph must clearly show face. Unclear uploads are a common rejection reason — scan under good lighting.

After successful payment, a fee receipt / transaction ID is generated. Save this receipt. Fee once paid is non-refundable under all circumstances, even if application is rejected for other reasons.

Frequently Asked Questions

What is the last date for JPSC Deputy Collector Recruitment 2026?

+
The last date to submit the online application under Advertisement No. 05/2026 is 6 April 2026. The application window opened on 21 March 2026 at jpsc.gov.in. JPSC typically does not grant extensions — apply well before the deadline to avoid technical issues.

What does "backlog" mean and is it different from a regular recruitment?

+
Backlog recruitment fills reserved-category vacancies that went unfilled in previous regular recruitment cycles. The posts are fully permanent and regular government positions — identical in all respects (salary, status, career growth, perquisites) to posts filled through regular recruitment. The selection process — Prelims, Mains, Interview — is exactly the same. Candidates from all categories can apply, not just reserved categories.

What is the age limit for JPSC 2026 under Advt 05/2026?

+
Minimum age: 21 years. Maximum age: UR/BC Male — 37 years | All Female (UR/EWS/BC) — 38 years | SC/ST (all) — 40 years | PwBD — add 10 years to respective category limit | Ex-Servicemen — add 5 years | Jharkhand Government employees with 3+ years regular service — add 5 years. Age is reckoned as on the reference date specified in the official notification.

Are Prelims marks counted in the JPSC final merit list?

+
No. Prelims marks are not included in the final merit list. The Preliminary Examination is purely a screening/qualifying test to shortlist candidates for the Main Examination. The final merit and service allotment is based entirely on Mains (950 marks) + Interview (100 marks) = 1050 total marks.

Can candidates from outside Jharkhand apply?

+
Yes. Indian citizens from any state are eligible to apply. However, candidates from outside Jharkhand are treated as General/Unreserved category, regardless of their caste. They do not benefit from Jharkhand's reservation system. The 85% seats typically reserved for Jharkhand-domicile candidates may apply to some posts — check the official notification for domicile-specific provisions.

What is the salary of a JPSC Deputy Collector after appointment?

+
The notified pay scale is Rs 9300–34800 with Grade Pay Rs 5400. Under the 7th Pay Commission followed by Jharkhand, the Level 10 starting basic pay is approximately Rs 53,100 per month. Adding Dearness Allowance (~50%), House Rent Allowance (city-dependent), and Transport Allowance, the estimated gross in-hand at entry level is Rs 83,000 to Rs 95,000 per month in urban postings. Perquisites include a government residence at senior levels, official vehicle, and various allowances.

How many attempts are allowed in JPSC Civil Services?

+
JPSC does not prescribe any limit on the number of attempts. Candidates can appear as many times as they wish until they age out of the upper age limit. This makes JPSC significantly more candidate-friendly than UPSC, which has attempt limits for the IAS.

What is the OTR system for JPSC applications?

+
OTR stands for One Time Registration — a centralised registration system on jpsc.gov.in. Once you register for OTR, the same ID and password can be used to apply for any future JPSC recruitment without re-entering basic personal details. It is mandatory for all JPSC online applications. If you have previously applied for any JPSC recruitment, your OTR account is already active.
