High Explosives Factory (HEF), Khadki, Pune — a Unit of Munitions India Limited (MIL), a Government of India Enterprise under the Ministry of Defence — has released a Full Advertisement/Notification inviting offline applications for 91 posts on Tenure Basis: 6 posts of Supervisory Staff (Graduate Project Engineer, Chemical) and 85 posts of Skilled Worker (AOCP – CPW). The maximum tenure is 4 years.

⚗️ Post 1 — Supervisory Staff (Graduate Project Engineer, Chemical)
- Degree: B.E. / B.Tech in Chemical from a recognised university/institution.
- Experience (Option A): Must be an ex-Graduate Apprentice who has undergone minimum one year of training as per the Apprentices Act 1961 in Chemical trade at Ordnance Factories under MIL or Ordnance Factories manufacturing Military Ammunition and Explosives.
- Experience (Option B): Persons who have training/experience of one year in Factories manufacturing Military Ammunition and Explosives will be engaged on tenure basis as Graduate Project Engineer.
👷 Post 2 — Skilled Worker AOCP (Attendant Operator Chemical Plant – CPW)
- Matriculation (10th pass) from a recognised board.
- NAC / NTC issued by NCTVT (now NCVT) having completed the course from Government / private organisation having affiliation from Government — and those from Government ITI.
- Primary Trade: AOCP (Attendant Operator Chemical Plant)
- Feeder Trades accepted: IMCP, MMCP, LACP, PPO, Fitter General, Machinist, Turner, Sheet Metal Worker, Electrician, Electronic Mechanic, Boiler Attendant, Mechanic Industrial Electronics, Refrigeration and Air Conditioning Mechanic.
- Possessing Ordnance Factories training or experience in manufacturing and handling military explosives and ammunition.
- Candidates of AOCP (Attendant Operator Chemical Plant) Trade from NCVT will be given preference.
- Candidates with AOCP Trade Apprentice from Government/Private Organisation having affiliation from Government, upon selection, will be given compulsory ONE MONTH extensive in-house training w.r.t. Safe Handling of Explosives, Ammunition, Safety Norms, DOs & DON'Ts etc.
- Candidates belonging to other feeder trades (trades other than AOCP) will also be engaged as Tenure Based CPW personnel only.
- Feeder trade candidates will be imparted compulsory ONE MONTH in-house training similar to those with AOCP Trade from other Govt. affiliated institutes, as per training program designed by OFILKH (i.e., one month extensive in-house training w.r.t. Safe Handling of Explosives, ammunition, safety norms, DOs & DON'Ts etc.).
- After this one-month training, they will be imparted two months On-Job Training, after which they will be considered for specific job deployment.
- On successful completion of training, personnel will be issued with a Certificate acceptable in all MIL Group of factories.
- Neither post is identified for PwD (Persons with Disability) candidates. PwD candidates are not eligible to apply.
- For the Supervisory Staff post, candidates must have B.E./B.Tech specifically in Chemical — other engineering branches are NOT eligible.
- AOCP candidates who have Apprenticeship from Government/Private Organisation affiliated with Government will be considered; candidates without valid NAC/NTC are ineligible.
- OBC candidates must submit a duly signed OBC-NCL/EWS certificate as per extant rules, valid as on closing date, at the time of Document Verification.

⚗️ For Supervisory Staff (Graduate Project Engineer)
B.E./B.Tech Marks-Based Shortlisting
Selection of candidates for Supervisory Staff (Graduate Project Engineer) is based on the marks scored in B.E./B.Tech and Personal Interaction/Interview only, in the order of merit. Cut-off percentage for calling candidates may be decided by HEF Khadki based on marks secured in the qualifying examination (B.E./B.Tech) prescribed for the particular trade/discipline to ensure sufficient competition.
Personal Interaction / Interview
Shortlisted candidates are called for Personal Interaction / Interview at HEF Khadki, Pune. Weightage of marks in B.E./B.Tech and Personal Interaction/Interview will be 85% and 15% respectively in the final merit list calculation.
Document Verification
Candidates scoring marks more than cut-off in B.E./B.Tech and Personal Interaction/Interview will be called for Document Verification in the order of Merit. The number of candidates called for Document Verification will be limited to the number of posts notified (Discipline/Category wise).

NCVT Marks-Based Shortlisting
Selection is based on marks scored in the NCVT Exam and Trade Test/Practical Test only, in the order of Merit. Weightage of marks in NCVT Exam and Trade Test/Practical Test will be 80% and 20% respectively. Cut-off percentage for calling candidates for Trade Test will be decided by the factory based on the total marks secured in NCVT.
Trade Test / Practical Test
Candidates qualifying in the NCVT exam are called for the Trade Test / Practical Test. The practical test evaluates hands-on skill and job-related knowledge in the AOCP trade or the applicable feeder trade. Merit list is prepared based on combined marks secured in NCVT Exam and Trade Test/Practical Test.
Document Verification
Candidates qualifying in the Trade Test/Practical Test are called for Document Verification in the order of Merit. The number of candidates called for Document Verification is limited to the number of posts notified (Discipline/Category wise). Candidates rejected during Document Verification (due to missing/non-matching documents) will result in next candidates being called in order of merit.
- ONE MONTH compulsory in-house training (same content as above — safe handling of explosives, ammunition, safety norms, DOs & DON'Ts)
- Followed by TWO MONTHS On-Job Training
- Only after completion of all three months of training will they be considered for specific job deployment

Fill Application in BLOCK LETTERS
Fill up the application form in BLOCK LETTERS only using black/blue ballpoint pen. Fill all fields accurately — personal details, educational qualifications (with percentage/marks), trade details, category, and other required information. Along with other necessary enclosures, one extra copy of the same photograph must be self-attested (behind the photograph) and enclosed.
Attach Required Documents
Attach self-attested copies of all required documents: educational certificates (Matriculation, NAC/NTC for AOCP / B.E./B.Tech for Supervisory Staff), experience certificate, date of birth proof, caste/community certificate (if applicable), OBC-NCL/EWS certificate (if applicable), discharge certificate (for Ex-Servicemen), and Aadhaar/photo ID proof. NCVT Marksheets and NAC/NTC Certificate must be mandatorily enclosed.
Superscribe the Envelope Correctly
The envelope must be clearly superscribed as:
"APPLICATION FOR THE POST OF 'TENURE BASED SUPERVISORY STAFF / SKILLED WORKER ON CONTRACT BASIS'"
Failure to superscribe the envelope correctly may result in the application being missed or rejected.
Send Hard Copy by Post — Within 21 Days
Send the completed application form with all enclosures by post/speed post to the address below so as to reach on or before the last date (21 days from Employment News publication date). HEF Khadki will not be responsible for late/non-receipt of filled application/call letters due to postal delay or any other reason.

- Self-attested copies of educational qualifications, age proof, experience certificate from institutions, etc. should be enclosed along with the application.
- NCVT Marksheet(s) pertaining to National Trade Certificate (NTC) and National Apprenticeship Certificate (NAC) — if the candidate has also completed NAC — must be mandatorily enclosed with the application form.
- OBC candidates applying under OBC category must also submit a duly signed undertaking in the format given at Appendix-I of the Application Form. Valid OBC-NCL/EWS certificate as per extant rules, as on closing date of application, is required at the time of Document Verification.
- Submission of false/incorrect/incomplete information and/or dubious/bogus documents shall disqualify the candidature.
- Submission of more than one application by the same individual for a post will summarily be rejected.
- SC/ST candidates shall be paid Second Class TA as admissible under rules in the shortest route of travel, on production of Bus/Train ticket and Caste/Community Certificate. It is mandatory to submit 'Bank Details Form' for reimbursement of TA claim.
- No correspondence/enquiry through Phone/Messenger will be entertained. Canvassing in any form will lead to disqualification.
- Mere submission of application form does not guarantee issue of 'Call Letter' for Trade Test/Practical Test — only shortlisted candidates will be informed.
- Candidates appearing for Physical Test / Trade Test / Skill Test will have to travel on their own expenses and are required to stay one day more for medical examination.
- HEF Khadki will not be responsible for late/non-receipt of filled application/Call Letters etc. due to postal delay or any other reason.
- All taxes (Income Tax, Service Tax, Professional Tax etc.) as per applicable rules will be payable by the candidate from their own hands.
