Odia Language Proficiency — Any One of the Following

- SEBC certificate must be issued within 3 years before the date of submission of the online application. Older SEBC certificates will not be considered — candidates will be treated as UR.
- For female SEBC/SC/ST candidates, caste certificates must show "daughter of..." — certificates showing "wife of..." are not acceptable and will lead to rejection.
- OBC certificate will NOT be accepted in lieu of SEBC certificate — these are different categories in Odisha.
- PwD candidates must upload Permanent Disability Certificate only — temporary disability certificates are rejected outrightly.
- All BDS degree certificates, Houseman-ship completion, DCI registration, Screening test, caste/sports/disability certificates must have been issued on or before the last date of application (17 April 2026).
- Community (caste) status once mentioned in the online application form cannot be changed under any circumstances.

Visit opsc.gov.in and thoroughly read Advertisement No. 07 of 2025-26 before starting the application. Ensure you meet all eligibility conditions (age, BDS, DCI registration, Odia language) as of 17 April 2026. Only candidates who fulfil all conditions by the closing date will be considered eligible. Incomplete understanding leads to avoidable rejection.
Register on the OPSC e-Chayan Portal
Access the online application through the OPSC e-Chayan portal at opsc.gov.in. On successful registration, a unique Permanent Public Service Account Number (PPSAN) is assigned. Take a printout of the Registration/Re-registration form and the Online Application form after final submission. Upload scanned photo, full signature, and Left-hand Thumb Impression (LTI) — all must be clearly identifiable. Keep at least 4 copies of the uploaded passport-size photograph for future use.
Fill the Application Form Accurately
The online application is system-driven and automated — relevant fields appear based on your inputs. Enter accurate information, especially regarding qualification marks — include marks from HSC through BDS degree (excluding Extra Optional/4th Optional subjects). If awarded grade marks instead of percentage, upload the Conversion Certificate from the university showing equivalent percentage. Community/caste status once entered cannot be changed — verify carefully before submitting.
Upload All Required Documents
Upload all scanned original documents listed in the notification (HSC, BDS degree, marksheets, DCI registration, Houseman-ship certificate, caste certificate if applicable, PwD certificate, etc.) in the e-Chayan portal during application. If any document is not ready, the application will be liable for rejection. Verify the submitted copy after submission — to modify information, you must cancel the application and re-apply within the deadline.
Pay the Examination Fee (₹700 for UR/SEBC)
Pay the examination fee of ₹700 online via Credit Card, Debit Card, UPI, Net Banking, or Wallet. Also enter your bank account details (Account Number, IFSC Code, Account Holder Name, Bank Name) accurately — this is used for fee refund processing. The fee is refunded after the exam only to candidates who appear in both papers of the written examination. SC, ST, and PwD candidates are fully exempt from fee payment.
Final Submit, Print & Preserve
After final submission, take a printout of both the Registration/Re-registration form and the Online Application form. On each copy of documents, write "Submitted by me and Certified as genuine and has not been cancelled" along with your full signature and date. Keep these safely — they are required at the written examination and document verification stages. Submit the application well before 17 April 2026 to avoid last-minute technical issues.
