Stage 1 — Preliminary Examination (Screening Test)

150 questions / 150 marks / 150 minutes — Objective MCQ format — covers General Knowledge, General Odia, Mathematics, Reasoning, and Basic Technical Knowledge. This is a qualifying/screening stage only — marks scored in Prelims are NOT included in the final merit list. Approximately 10–15 times the number of vacancies are shortlisted post-wise and category-wise for the Main Examination. Negative marking of 0.25 marks per wrong answer applies.

Stage 2 — Main Written Examination (Technical Paper)

200 marks / 120 minutes — The Main Exam is primarily a Technical Paper testing core subject knowledge relevant to the applied post — Civil Engineering fundamentals for JE posts, or relevant technical subjects for Architectural Assistant, Media, and Draughtsman posts. Final merit ranking is based entirely on Mains marks. Approximately 5 times the number of vacancies (category-wise) are shortlisted for Certificate Verification from the Mains merit list. Negative marking of 0.25 applies here too.

Stage 3 — Certificate Verification (DV) + Detailed Application Form (DAF)

Candidates shortlisted from Main Exam are called for Certificate Verification at the OSSC office in Bhubaneswar. Original academic certificates, marksheets, caste certificate, special category certificates (PwD/Ex-SM/Sports), NOC for Govt. servants, and other documents as mentioned in the Admission Letter must be produced. Candidates also submit the Detailed Application Form (DAF) with their departmental preferences. Failure to appear at DV means the candidate's name is dropped from the merit list. OSSC commissions exactly the number of candidates equalling the notified vacancies per service/post.

Stage 4 — Medical Examination

Finally selected candidates are required to undergo a Medical Examination at a designated government hospital to assess physical fitness for the service. Candidates declared medically fit are issued appointment orders and posted to their allotted departments/HoDs across Odisha. Postings are statewide — candidates must be willing to serve at any location.
