Staff Selection Commission (SSC), under the Ministry of Personnel, Public Grievances & Pensions, Government of India, has released Notice No. 4/8/2026-CONF-5 dated 25 June 2026 for the Senior Secretariat Assistant (SSA) / Upper Division Clerk (UDC) Grade Limited Departmental Competitive Examination, 2025 for the Central Secretariat Clerical Service (CSCS) Cadre of the Department of Personnel & Training (DoPT). A total of 65 vacancies are notified (category-wise breakup to follow). This exam has a unique two-part structure: Part-I is a Computer Based Examination (CBE) of 200 marks (4 subjects, 50 MCQs each, 3 hours, negative marking 0.25) and Part-II is Evaluation of Service Record (APARs) worth 100 marks — giving a total of 300 marks for final merit. ⚠ Military Service Provision

Any period of absence on Military duties may be counted towards the prescribed length of service in the LDC Grade, as per DoPT notification No. 12/3/93-CS.II dated 22.11.1995 (GSR No. 541 dated 09.12.1995). LDCs who joined military service during an emergency and cannot appear for the exam are also protected under DoPT provisions notified from time to time.

🚫 Disqualification After Application

A candidate who resigns, quits service, has services terminated, or is appointed to an ex-cadre post / another service on transfer without retaining a lien in JSA/LDC grade — after applying or appearing in the exam — will not be eligible for appointment on the result of this examination. This does not apply to candidates on deputation with competent authority approval.

One Time Registration (OTR) & Online Application

Register on ssc.gov.in (new website — OTR from old ssc.nic.in is not valid). Apply online by 16 July 2026 (2300 hrs). Submit only one application. Upload certified copy of Service Book page, service particulars, typewriting test details, and disability certificate (if applicable).

Forwarding Through Proper Channel (Mandatory)

Printed copy of online application (with all documents) forwarded by Head of Department / Head of Office to SSC Northern Region, New Delhi — to reach by 23 July 2026 (1800 hrs). HoD must verify eligibility, sign the photo and affix seal (Annexure-VI). Applications not forwarded through proper channel are summarily rejected.

Admission Certificate & CBE

Admit Card uploaded on sscnr.nic.in about 10 days before exam — downloadable 3–4 days before. Appear for Part-I: Computer Based Examination — 200 MCQs, 3 hours, at Delhi-NCR only, tentatively August 2026. Carry Original Departmental Identity Card + Admit Card. No TA from SSC.

Part-II: APAR Evaluation (100 Marks)

Based on CBE performance, candidates are shortlisted for evaluation of service record. The Commission evaluates Annual Performance Assessment Reports (APARs) of shortlisted candidates, awarding up to 100 marks. Candidates not qualifying Part-I are not eligible for Part-II. Once evaluated, APAR grading cannot be changed.

Final Merit List & Recommendation

Final selection based on aggregate of Part-I (CBE) + Part-II (APAR) = 300 marks total. Merit list prepared category-wise. Tie-breaking order: (1) Total CBE marks → (2) Comprehension/English CBE marks → (3) Parliamentary Procedure CBE marks → (4) GK CBE marks → (5) Date of Birth (older higher) → (6) Alphabetical order of names.

Can any Central Government employee apply, or only LDC/JSA of CSCS DoPT?+
Only regularly appointed LDC/JSA of the CSCS Cadre, DoPT are eligible. This LDCE is specifically for promotion of LDC/JSA within the Central Secretariat Clerical Service of DoPT. Employees of other Ministries/Departments/Services, even if they hold equivalent grade, are not eligible. The feeder cadre is specifically the CSCS Cadre, DoPT.
What is the minimum service required — 5 years or 4 years?+
The general requirement is 5 years. However, if the LDC was appointed to the LDC Grade through a Competitive Examination (including an LDCE), a special provision applies: the results of that examination must have been announced not less than 5 years before 01.08.2025, AND the LDC must have rendered at least 4 years of approved and continuous service in the LDC Grade. All other LDCs need the full 5 years as on 01.08.2025.
Is the typewriting test mandatory for applying to this SSA/UDC exam?+
Yes, unless exempted. Candidates must have passed the SSC/UPSC typewriting test held for the purpose of confirmation or continuance in the LDC grade — and this must have been passed on or before the date of this notification. Candidates who have already been exempted from this typewriting test (e.g., due to a disability certified by a Civil Surgeon) are also eligible. The HoD/HoO must certify this in Annexure-VI. Unlike the JSA/LDC exam, typewriting test completion is a pre-condition here, not a post-appointment requirement.
How does the APAR evaluation work? What marks does it carry?+
APAR (Annual Performance Assessment Reports) carries 100 marks and forms Part-II of the selection process. After the CBE (Part-I), candidates who qualify are shortlisted for APAR evaluation. The Commission evaluates the APARs of these shortlisted candidates and awards marks. The final merit/selection is based on the combined total of CBE (200) + APAR (100) = 300 marks. Importantly, once APARs have been evaluated, no request for change in APAR grading will be entertained by the Commission under any circumstances.
What is CSMOP and which chapters are covered for SSA/UDC?+
CSMOP is the Central Secretariat Manual of Office Procedure. For SSA/UDC, candidates are tested on Chapter 7 (Guidelines on Noting), Chapter 8 (Communication, Forms, Channels and Procedure), and Chapter 9 (Guidelines on Drafting of Communications) of the latest edition. This is under the ‘Noting/Drafting’ subject (50 marks). Note: this is different from the JSA/LDC exam which tests Chapters 5, 6, and 10. Candidates must use the most current edition of CSMOP.
What is the tie-breaking rule if two candidates score equal total marks?+
Ties are resolved by applying the following methods in order: (1) Total marks in CBE (Part-I); (2) Marks in ‘Comprehension and General English’ in CBE; (3) Marks in ‘Parliamentary Procedure’ in CBE; (4) Marks in ‘General Knowledge’ in CBE; (5) Date of Birth — older candidate placed higher; (6) Alphabetical order of names of candidates.
Can I change my exam centre or language preference after submitting the application?+
No changes are allowed after submission. The exam is in Delhi-NCR only — no change of centre is entertained under any circumstances. If a candidate appears at a centre other than the one assigned, their papers will not be evaluated and candidature will be cancelled. Similarly, the medium of examination (English/Hindi) as opted in the application form cannot be changed. There is also no TA paid by SSC for attending the examination.
My OTR was done on the old SSC website (ssc.nic.in). Is it valid?+
No. OTR generated on the old website ssc.nic.in is not functional on the new website (ssc.gov.in). All candidates must generate a fresh One Time Registration on ssc.gov.in before applying. Once OTR is done on the new website, it remains valid for all future exams on the new website.

⚠ Important Warnings & Reminders
  • Only regular LDC/JSA of CSCS Cadre, DoPT with 5 years service and typewriting test passed are eligible — general public not eligible
  • Application must be forwarded by HoD/HoO — directly submitted applications are summarily rejected; HoD must sign photo and affix seal
  • Negative marking of 0.25 per wrong answer in CBE — do not attempt randomly
  • Final merit = CBE (200) + APAR (100) = 300 marks — APAR grading cannot be changed once evaluated
  • Delhi-NCR only — no change of exam centre; no TA for appearing
  • OTR from ssc.nic.in is invalid — re-register on new ssc.gov.in
  • Submit only one application — multiple applications lead to rejection
  • No change in online application entries permitted at any stage after submission
  • Canvassing by any means leads to disqualification — Commission’s decision is final and binding
