10. Frequently Asked Questions

Q1. What is UKSSSC and which department is conducting this recruitment?
Uttarakhand Subordinate Services Selection Commission (UKSSSC) is the state-level recruitment body for Group C and below posts in the Uttarakhand Government. This recruitment — Advt. No. 78/उ0अ0से0च0अ0/2026 dated 15 June 2026 — is for filling 398 Group C (Samuh G) vacancies of Kanisth Sahayak (Junior Assistant) and Stenographer Grade-1/Personal Assistant in the subordinate courts (Civil Courts and Family Courts) functioning under the Honourable High Court of Uttarakhand, Nainital. These are permanent government posts with Uttarakhand state government service rules and pay scales.

Q2. How many total posts are there and what is the post-wise distribution?
There are 398 total posts: Kanisth Sahayak — 259 posts (230 in Civil Courts + 29 in Family Courts, both at Pay Level-3: ₹21,700–₹69,100/month); and Stenographer Grade-1/Personal Assistant — 139 posts (128 in Civil Courts at Level-5: ₹29,200–₹92,300 + 11 in Family Courts at Level-7: ₹44,900–₹1,42,400). Dehradun and Haridwar have the highest number of vacancies in both post types.

Q3. What is the difference between Kanisth Sahayak and Stenographer Grade-1/PA posts?
Kanisth Sahayak is a clerical/administrative support post requiring Graduate degree + Hindi typing speed of 25 WPM on computer. Pay is Level-3 (₹21,700–₹69,100) for both Civil and Family Courts. Stenographer Grade-1/Personal Assistant requires Graduate degree + Hindi shorthand at 80 WPM + Hindi typing at 25 WPM — it is a secretarial/stenography post and carries higher pay: Level-5 for Civil Courts (₹29,200–₹92,300) and Level-7 for Family Courts (₹44,900–₹1,42,400). The skill test for Stenographer posts tests both shorthand and typing, while for Kanisth Sahayak it tests typing only.

Q4. What is the age limit and how is it calculated?
The age limit is 21 to 35 years calculated as on 1 January 2026. Candidates born between 2 January 1991 and 1 January 2005 (both inclusive) are eligible under the General/Unreserved category. Age relaxations: OBC/SC/ST (Uttarakhand) +5 years (max 40), PwBD (Uttarakhand, Group C) +10 years (max 45), Freedom Fighter Dependents (UK) +5 years, Ex-Servicemen as per rules. Age relaxations apply only to permanent residents of Uttarakhand.

Q5. What is the exam pattern and how is merit calculated?
Selection is based on: (1) Written Objective Exam — 140 MCQs for 140 marks, 2 hours 30 minutes, covering General Knowledge and General Studies. Marking: +1 for correct, −¼ for wrong, 0 for unattempted. Minimum qualifying marks: 45% for General/OBC, 35% for SC/ST. (2) Typing/Shorthand Skill Test — 60 marks — qualifying in nature. For Kanisth Sahayak: Hindi typing 25 WPM. For Stenographer/PA: Hindi shorthand 80 WPM + Hindi typing 25 WPM. Merit is based on the written exam score — the skill test is qualifying only (pass/fail). If two candidates have equal written exam marks and equal Hindi skill test marks, the one qualifying in English typing/shorthand ranks higher; if still equal, the older candidate ranks higher.

Q6. What is the application fee and who is exempted?
The fee is: ₹300 for Unreserved (UR) and OBC (Uttarakhand) candidates; ₹150 for SC/ST/EWS and Persons with Disabilities (PwBD) of Uttarakhand; and NIL (₹0) for Orphan (Anath) candidates. Payment must be made online only — no offline/challan payment accepted. The fee is completely non-refundable regardless of application rejection, examination cancellation, or candidature withdrawal. Candidates from outside Uttarakhand holding SC/ST/OBC certificates of other states must pay the UR fee of ₹300 as no state reservation benefit is extended to them.

Q7. Can candidates apply from states other than Uttarakhand?
Yes — Indian citizens from any state can apply, subject to meeting the educational qualification and age criteria. However, all reservation benefits — including age relaxation, fee concession, and category quota — are available exclusively to permanent residents of Uttarakhand. Candidates from other states will be treated as General/Unreserved category for all purposes (fee, age limit, quota). They must pay ₹300 fee and will compete within the Unreserved quota only.

Q8. What is the horizontal reservation and how does it work?
Horizontal reservation is a cross-cutting reservation that operates within the vertical category quotas (UR/SC/ST/OBC/EWS). UKSSSC 2026 provides horizontal reservation for: Women (Uttarakhand) 30%, Uttarakhand Andolankaris 10%, Ex-Servicemen 5%, Orphan Children 5%, PwBD 4%, Skilled Sportspersons 4%, and Freedom Fighter Dependents 2%. All are exclusive to Uttarakhand permanent residents. If a candidate qualifies for more than one horizontal sub-category, only the single most beneficial one is applied.

Q9. Is there any anti-cheating law that applies to this exam?
Yes — the Uttarakhand Competitive Examinations (Prevention of Unfair Means) Act, 2023 applies to this examination in its entirety. Any candidate found using or attempting to use unfair means faces: immediate disqualification, debarment from all future UKSSSC examinations, recovery of all examination-related expenses, and registration of an FIR. The prohibition on cameras, mobile phones, calculators, and all communication devices inside exam centres is absolute.

Q10. What is the EWS certificate validity requirement for UKSSSC 2026?
The EWS certificate must be: (1) issued between 1 April 2026 and 6 July 2026, (2) based on the family’s income for Financial Year 2025–26, and (3) valid for FY 2026–27. A certificate issued for an earlier financial year will not be accepted even if relatively recent. The certificate must be in the prescribed Government of India format and issued by a Competent Authority (typically the SDM or equivalent) of Uttarakhand.
