05
Merit List Calculation Formula — How Ranks Are Determined

The CLW Act Apprentice selection process is 100% merit-based — no written exam, interview, or skill test at any stage. The merit formula differs between the two categories:

🔧 Ex-ITI Category
Merit Score = (Matriculation % + ITI Trade %) ÷ 2
Simple average of Class 10 marks % and ITI final marks % (NCVT/SCVT both valid)
🎓 Fresher Category
Merit Score = Matriculation (Class 10) Marks %
Based solely on Class 10 percentage — No ITI required. Fresher UR cut-off was 90.20% in 2026
📌 Six Key Rules About the Merit Calculation
  • All subjects included: For Class 10, the percentage is calculated using marks across all subjects — not just the best of 5. This is different from board percentage printed on some marksheets.
  • NCVT/SCVT both valid: ITI certificates from both National Council for Vocational Training (NCVT) and State Council for Vocational Training (SCVT) are accepted for merit calculation.
  • No extra weightage for higher qualification: Candidates with a diploma, degree, or additional certificates receive zero extra merit points — only 10th and ITI marks count.
  • Minimum 50% in Class 10 mandatory: UR/OBC/EWS candidates must have scored at least 50% in Matriculation to be eligible. Without this threshold, the application itself is invalid regardless of ITI marks.
  • Tie-breaking: In case two candidates have identical merit scores, preference is given to the candidate older in age as per standard Railway rules.
  • 1.5× shortlisting for DV: Approximately 1.5 times the number of vacancies per trade are shortlisted for DV — not all DV-called candidates will receive final appointment.
06
Documents Required for Document Verification (DV)

Every candidate must carry all original documents along with one set of self-attested photocopies of each document. Documents must be current and valid. Failure to produce any mandatory document will result in rejection at the DV stage.

❌ DV Rejection Reasons — Avoid These Mistakes
  • Missing original document: Self-attested photocopies alone are NOT acceptable — every original is mandatory
  • Expired or invalid caste certificate: OBC-NCL certificates must be recent — certificates issued more than 1 year ago may be rejected at some stages
  • Incomplete Apprenticeship Portal registration: Registration on apprenticeship.gov.in must be 100% complete before appearing for DV — bring the registration number printout
  • Wrong reporting time: Arriving at the wrong batch time (e.g., attending the 02:30 PM batch when assigned 09:30 AM) may lead to rejection — report strictly as per schedule
  • Bringing companions: Neither male nor female candidates are permitted to bring companions to the DV venue — come alone

About Chittaranjan Locomotive Works (CLW)

Chittaranjan Locomotive Works, commonly known as CLW, is a production unit of Indian Railways located in Chittaranjan, Paschim Bardhaman district, West Bengal. Established in 1950, CLW has grown into a globally recognised heavy industrial unit — it holds the distinction of being the world's largest manufacturer of electric locomotives. Since its inception, CLW has manufactured over 12,998 locomotives comprising 2,351 steam locomotives (1950–1968), 842 diesel locomotives (1968–1993), and 9,805 electric locomotives from 1961 onwards.

The facility is known for producing flagship locomotive classes such as the WAP-7 (the primary passenger loco on express routes) and WAG-9 (for heavy freight haulage) — both backbone units of the national rail network. CLW plays a central role in India's ongoing programme to achieve 100% electrification of the railway network. The CLW campus is a self-contained township with residential accommodation, schools, a hospital (K.G. Hospital), sports facilities, and cultural clubs — making it one of the most sought-after workplaces in the railways ecosystem.

Unlike zonal railways which recruit through RRB/RRC, CLW conducts its own independent recruitment drives directly through its Principal Chief Personnel Officer (PCPO) and Technical Training Centre (TTC). The annual Act Apprentice intake is CLW's primary channel for bringing in technically trained ITI candidates who form the core of its shop-floor workforce.

Q3
How is the CLW Apprentice Merit List calculated?
+
Two different merit formulas apply — one per category:

Ex-ITI Category: Merit Score = (Class 10 Marks % + ITI Trade Marks %) ÷ 2. Rules: All Class 10 subjects count (not just best 5). Both NCVT and SCVT ITI are valid. No extra credit for diploma/degree. Minimum 50% in Class 10 is mandatory for UR/OBC/EWS.

Fresher Category: Merit Score = Class 10 (Matriculation) Marks % only. No ITI required. The 2026 Fresher cut-offs were: UR 90.20% | OBC 84.60% | SC 83.60% | ST 83.40% | EWS 60.00% | PwBD 80.71% | ESM 56.80%.

Tie-breaking (both categories): Older candidate ranks higher. CLW shortlists approximately 1.5 times the vacancies for DV — not all DV-called candidates receive final appointment.
Q4
What documents are required for CLW DV 2026?
+
Carry all documents in original + 1 set self-attested photocopy each:

1. Date of Birth proof (Birth Certificate / SSLC)
2. Class 10 Marksheet (all subjects)
3. ITI Final Certificate (NCVT/SCVT)
4. ITI All Semester Marksheets
5. SC/ST Certificate (if applicable)
6. OBC-NCL Certificate (if applicable — must be non-creamy layer)
7. EWS Certificate (if applicable)
8. PwBD Certificate (if applicable)
9. Medical Fitness Certificate (from registered MBBS doctor)
10. Aadhaar Card
11. PAN Card
12. Recent Passport Size Photographs (4–6 copies)
13. Apprenticeship India Portal Registration Number printout — 100% portal registration mandatory before DV
Q5
What is the stipend for CLW Apprentice 2026?
+
The monthly stipend for CLW Act Apprentices is ₹9,600 per month as per Railway Board prescribed rates. This stipend is paid throughout the 1-year apprenticeship training period. In addition to the stipend, apprentices receive access to the K.G. Hospital (CLW Hospital) for medical care and the opportunity to train at one of India's premier locomotive manufacturing facilities. The stipend is deposited directly into the bank account of the apprentice — ensure a valid bank account is active from day one of joining.
Q6
What are the long-term benefits of completing CLW Apprenticeship?
+
Completing CLW Apprenticeship provides three major benefits for future permanent railway recruitment:

1. 20% Reserved Quota in Group D: 20% of all RRC Level-1 (Group D) vacancies are exclusively reserved for Completion Certificate of Apprenticeship Act (CCAA) holders — this is the most direct pathway to a permanent railway job.

2. PET Exemption: CCAA holders are completely exempt from the Physical Efficiency Test in RRC Level-1 recruitment — no 35m running, no weight carrying tests that eliminate thousands of candidates.

3. 1/3 Written Exam Weightage: One-third of your NCVT/ITI marks are directly added to your final written exam score in RRC Level-1 — this can boost your rank by several positions, especially if you have strong ITI marks.
Q7
What happens if I miss my DV date for CLW Apprentice 2026?
+
Ex-ITI Category: If you missed your scheduled trade-wise DV date, report on 12 March 2026 at 09:30 AM — this is the Defaulter/Absentee date for all Ex-ITI trades. No rescheduling requests will be accepted.

Fresher Category: If you missed your scheduled Fresher DV date (18 or 19 March), report on 20 March 2026 at 02:30 PM — this is the Fresher Defaulter date. No rescheduling after this date.

Candidates who fail to appear on both their scheduled date and the defaulter date for their respective category will be treated as withdrawn and their candidature will be permanently cancelled.
Q8
Is CLW Apprenticeship a permanent government job?
+
No — CLW Apprenticeship is a 1-year contractual training programme, not a permanent job. It is conducted under the Apprentices Act, 1961. However, it is one of the strongest stepping stones to a permanent railway career. Upon successful completion, candidates receive the CCAA (Completion Certificate of Apprenticeship Act) which unlocks the 20% Group D reservation quota, PET exemption, and 1/3 written exam weightage in future RRC Level-1 Group D recruitment. The training itself equips candidates with hands-on skills in precision engineering and locomotive manufacturing that are directly valued in both Railways and private sector engineering companies.
