Reservation Policy — Categories, Certificates & Validity
✅ Reservation Framework — AP High Court 2026
  • 33⅓% Women Reservation: One-third of posts in each category will be filled by women candidates as per G.O.Ms.No.77, General Administration (Services-D) Dept., dated 02.08.2023. This is a mandatory horizontal reservation applied across all categories.
  • BC Categories: Backward Classes are divided into five groups — BC-A, BC-B, BC-C, BC-D, and BC-E. Each has separate vacancy allocation. BC-E reservation is subject to the Supreme Court's decision in Civil Appeal Nos. 2628–2637/2010.
  • BC Certificate Validity: BC candidates must submit a Non-Creamy Layer (NCL) certificate issued in 2025 or 2026 as per G.O.Ms.No.3 and G.O.Ms.No.26. An expired NCL certificate results in the candidate being considered only under Open Competition.
  • EWS Certificate: EWS certificate must be issued either in 2025 or 2026 by the concerned Tahsildar with gross annual family income below ₹8,00,000 from all sources — as per G.O.Ms.No.66 and G.O.Ms.No.73.
  • PwBD Certificate: Must be issued either in 2025 or 2026 by the Medical Board — specifying nature and percentage of disability. Complete Selection Process — From Application to Appointment

Stage 1: Computer Based Test (CBT) — Screening & Merit

All applicants who meet eligibility criteria will be called for the Computer Based Test (CBT). The exam is 80 questions for 80 marks in 90 minutes. For posts like Section Officer, Assistant, Examiner, Librarian and Office Subordinate, CBT marks form the final merit. For posts like Computer Operator, Typist, DEO, Stenographers, CBT is used only for shortlisting candidates for the Skill Test. Admit cards and exam schedule will be published on aphc.gov.in.

Stage 2: Skill Test (for specific posts)

Candidates who secure the minimum qualifying marks in CBT are shortlisted for the Skill Test applicable to their post. The Skill Test evaluates practical competency — typewriting speed, shorthand speed, data entry accuracy, or computer/networking skills as relevant to the post. The mode and detailed parameters of the Skill Test will be published separately on the High Court website. Stage 3: Merit List Preparation & Tie-Breaking

Merit lists are prepared category-wise and post-wise based on marks obtained. Tie-breaking rules: If two candidates score equally — (1) the elder in age ranks higher; (2) if age is also equal, the candidate with a higher educational qualification ranks higher; (3) if qualifications are also identical, the candidate with the highest marks in the prescribed educational qualification ranks higher. The High Court applies score normalisation for exams conducted across multiple shifts.

Stage 4: Certificate Verification

Selected candidates are called for original certificate verification on the date specified by the High Court. All documents uploaded during the online application must be produced in original along with one set of attested photocopies. Any discrepancy between uploaded documents and originals — or production of forged documents — leads to immediate cancellation of candidature and criminal liability. Certificates are treated as genuine only at the appointment stage after final verification.

Stage 5: Appointment & Probation

Candidates who clear all stages are given provisional appointment orders. Appointees must be of sound health, active habits, and free from bodily defects rendering them unfit for service. They must be citizens of India with good character and antecedents. Appointments are covered by the Contributory Pension Scheme (CPS). Persons in bigamous marriages or who have been dismissed from any Central/State Government service are ineligible for appointment regardless of selection.
