Jharkhand State Electricity Regulatory Commission (JSERC), a statutory body under the Electricity Act, 2003, Ranchi, has released Advertisement No. Estb.314/2026 dated 07 March 2026 for 8 Staff Consultant positions on a purely contractual and temporary basis across 6 specialised domains — to assist the Commission in its rapidly expanding regulatory, technical, legal, financial and administrative work. No upper age limit at application stage — senior professionals, retired officials, and domain experts of all ages (30+) are welcome.
Experience: 3+ years in Power Utilities / Regulatory Commission
Preferred: Prior Tariff Preparation at any ERC
Key Work: Tariff Orders, Petition Analysis, Accounts Verification
Experience: ADJ-rank OR 5 yrs HC/Regulatory practice OR 5 yrs Govt./PSU law
Preferred: Power Sector legal experience
Key Work: Court Appeals, Regulations Drafting, Litigation Monitoring
Experience: 5+ years post-qualification clinical experience
Schedule: Visit office 3 times per week only
Key Work: Medical consultation, first aid, health advisory
Experience: 3+ years Govt./Utilities/Banks/Audit/PSU finance
Plus: Engineering degree is added advantage
Key Work: Tariff petition finance verification, Ind AS, cost audit
Experience: 3+ years post-qualification in hospital/Govt. centre/PSU
Schedule: Full-time presence in office
Key Work: Basic nursing, first aid, assisting visiting doctor
Experience: 3+ years in Govt./PSU/Large Private Org. IT
Key Work: Web apps, servers/network, IT security, MIS, tech support
Experience: Minimum 3 years in power Generating / Transmission / Distribution utilities or any Electricity Regulatory Commission.
Preference: Prior hands-on experience in Tariff Preparation at any Regulatory Commission.
Key responsibilities: Preparing Tariff Orders for Business Plans, Multi-Year Tariff Petitions, True-Up Petitions; scrutinising petitions filed by generation/transmission/distribution companies; verifying CAPEX, Loans, Interest for CAPEX, working capital, IDC computation, competitive bidding documents; computing capitalization/decapitalization of expenses, Regulatory Asset treatment.
Experience (any one):
- Judicial work experience having held a post not below the rank of Additional District Judge, OR
- Minimum 5 years of active practice in Hon'ble High Court / District Court / Subordinate Courts / Regulatory Commission / Tribunal / Quasi-Judicial Authority, OR
- Minimum 5 years experience in any Government / Non-Government / Public Undertaking / Corporation in the field of law.
Key responsibilities: Drafting replies for Supreme Court, High Court, and APTEL appeals; formulating/drafting new Regulations; scrutinising Review Petitions; monitoring litigation; comparative study of other ERC Regulations; preparing legal concept notes.
Experience: Minimum 5 years of post-qualification clinical experience in a hospital, dispensary, or private practice.
Work Pattern: Will visit the JSERC office premises three times per week to provide medical consultation, first aid, and general health advice to Commission employees and staff. This is not a full-time posting.
- Qualified Chartered Accountant (CA) from ICAI, OR
- Cost and Management Accountant (CMA) from ICMAI, OR
- Chartered Financial Analyst (CFA), OR
- Two-year MBA (Finance) from AICTE-approved university
Experience: Minimum 3 years in Finance in Central/State Govt., Utilities, Electricity Regulatory Commissions, Finance Institutions, Banking, Large Audit Firms, Consulting Firms, or PSUs. Must have handled accounts, financial analysis, budgeting, Ind AS standards, and Book of Accounts/Cost Audit Records analysis. Power Sector experience preferred.
Experience: Minimum 3 years post-qualification experience as a registered nurse or compounder in a hospital, dispensary, government health centre, PSU, or reputed healthcare institution.
Work Pattern: Full-time presence in the JSERC office to provide basic nursing and first aid support to staff, assist the visiting medical practitioner, and ensure general health preparedness of the office.

- Master's Degree or Bachelor's Degree in Computer Applications/Information Technology (MCA/BCA/B.Tech IT) from a recognised University

- Initial engagement: One year from the date of joining
- Extension: May be extended based on satisfactory performance and the Commission's ongoing requirement
- Retention ceiling: No Staff Consultant shall be retained beyond 70 years of age
- Termination (mutual): One month's notice or payment of one month's fee in lieu
- Disciplinary termination: Notice period does not apply to JSERC in disciplinary cases — immediate termination possible
- Normal hours: 10:00 AM – 6:30 PM, Monday to Friday (5-day week, 30-min lunch break)
- May be called on Saturdays/Sundays/Gazetted Holidays in cases of Commission urgency
- Casual leave: 1 day per month (total 12 days per calendar year); accumulates within the year
- High Court holidays are applicable
- Absence beyond approved leave = loss of pay with proportionate deduction from monthly fees
- No stretch of absence (combined holidays + casual leave) shall exceed 5 continuous days
Application Receipt & Completeness Check
All applications received by Registered/Speed Post on or before 08 April 2026 (5 PM) are screened for completeness. Incomplete applications or those not in the prescribed format are summarily rejected without any correspondence. Applications received after the deadline are not processed. JSERC reserves the right to reject any application at any stage without assigning reasons.
Shortlisting — Stringent Criteria May Be Applied
JSERC reserves the right to apply more stringent criteria beyond the minimum eligibility standards to shortlist candidates. Factors such as higher qualifications, more relevant experience, prior Regulatory Commission experience, and power sector domain expertise differentiate candidates. Only shortlisted candidates will be called — merely meeting minimum eligibility does not guarantee shortlisting.
Written Test and/or Personal Interview
Shortlisted candidates will be called for a written test and/or personal interview. Candidates may also be considered for formation of a panel without individual interview at the Commission's discretion. The interview evaluates depth of domain expertise, regulatory understanding, analytical ability, and suitability for the specific role. The Commission's decision on selection is final and binding.
Engagement Offer & Joining
JSERC has full discretion to make appointments against all or some posts in any manner. It may also choose not to fill any position without assigning reasons. Selected candidates receive a contractual engagement offer for 1 year. JSERC may also increase or decrease the number of consultants at the time of interview/panel formation based on actual requirements.

- Provisional or Original Graduation/Post-Graduation Certificate from a recognised University
- All Mark Sheets from Matriculation onwards up to the qualifying degree/professional qualification
- Professional qualification certificates — LLB, B.E./B.Tech, MBA, CA/CMA/CFA, MBBS, GNM/B.Sc. Nursing, MCA/BCA/B.Tech CS-IT as applicable
- Experience Certificates from all previous employers — clearly mentioning duration, designation, and nature of work
- Professional Registration Certificates — MCI/NMC (Medical), Nursing Council (Nursing), Bar Council enrolment (Legal), ICAI/ICMAI membership (Finance) as applicable
- One self-attested recent Passport-size Photograph — pasted on the application form
- One self-addressed envelope of size 10×4.5 cm enclosed with application

- Fill in English or Hindi only
- Write on the outer envelope: "Application for the post of Staff Consultant — [exact post name]"
- Clearly indicate experience in all previous organisations with duration, designation, and responsibilities
- Specify whether currently serving in any Regulatory Commission (Yes/No) — if Yes, provide details
- Sign and date the Declaration at the end of the form — mandatory. False information can lead to cancellation of candidature and criminal prosecution.

Attach All Required Self-Attested Documents
Attach self-attested photocopies of all certificates: Matriculation certificate (DOB proof), all educational/professional qualifications and marksheets, professional registration certificates (MCI/Nursing Council/Bar Council/ICAI-ICMAI), and all experience certificates. Do NOT send original documents — only self-attested photocopies.
Superscribe Envelope with Post Name
Write clearly on the outer envelope: "Application for the post of Staff Consultant — [specific post: Tariff-Engineering / Legal / Medical / Finance / Nursing / IT]". Each post requires a separate application in a separate envelope. Do not combine applications for multiple posts in one envelope.
