Must be able to speak, read, and write Odia. Must have Odia as a language subject in the HSC Examination or equivalent, OR must have passed a test in Odia language equivalent to the Middle School Standard. An Odia pass certificate is mandatory at document verification.

Candidates with degrees from universities outside Odisha must produce: (i) Proof of equivalence from a recognised Odisha university; (ii) Affiliation certificate of the institution to a recognised university/council/board. Failure to produce these will lead to disqualification.

Temporary or permanent government servants meeting the qualification and age criteria may apply, but must inform their head of office in writing and produce a No Objection Certificate (NOC) from the employer before the date of document verification.

Selection Process
1

Written Test — 200 Marks | 2 Hours | OMR-based MCQ

100 Multiple Choice Questions (MCQ) answered in carbonless OMR answer sheets. Each correct answer carries 2 marks. Negative marking of 0.50 mark per wrong answer. Qualifying marks: Unreserved — 40% (80/200); SC/ST/SEBC/PwD — 30% (60/200). In case of a tie after written test, aggregate percentage in Bachelor's degree is considered (up to 2 decimal places). If tie persists, the older candidate ranks higher.

Computer Skill Test — 50 Marks | 1 Hour | Bhubaneswar only

Candidates shortlisted from the written test — 2 times the number of vacancies (category-wise and sub-category wise) — are called for the Computer Skill Test. Minimum qualifying mark: 20 marks for all categories. The test covers: Windows OS operations, MS Word, MS PowerPoint (2/3 slides), MS Excel (functions & formulas), and MS Access (database creation). The Computer Skill Test is conducted only at Bhubaneswar.

Document Verification — Bhubaneswar only

Candidates who qualify both the written test and computer skill test are called for document verification at the SSB office, Bhubaneswar. All original certificates must be produced at this stage. Failure to produce any original document leads to rejection of candidature.

Final Merit List & Counselling

The final merit list is prepared based on combined marks in Written Test + Computer Skill Test. In case of a tie, marks in written test alone are considered; if tie persists, the older candidate ranks higher. SSB will submit the final merit list to respective departments (HED, BSE, OUHS) for counselling. Allocation is strictly based on merit position + order of preferences submitted in the online application.
