With 2285 vacancies across 11 departments, this is one of the largest subordinate service recruitments in UP in recent years. But numbers alone do not tell the full story. Here is our honest breakdown:
- 2285 vacancies is a high count — increases odds of selection across categories
- 11 departments means multiple posting options — less concentration in any single department
- Flat ₹25 fee for all categories — near-zero financial risk
- No interview in selection — Main Exam merit alone determines posting
- Permanent government employment with 7th Pay Commission salary
- Executive Officer post carries relatively higher pay (Level 6) with leadership responsibilities
- Amendment window till 25 June allows correction of minor errors
- Very high competition expected — UPSSSC Lower PCS attracts lakhs of PET-qualified candidates
- PET-2025 shortlisting (15× vacancy) means only a fraction of applicants appear in Mains
- Negative marking penalises guessing — exam strategy matters as much as preparation
- UP GK and Computer sections are frequently underestimated — each carries significant weight
- Executive Officer needs 'O' Level certificate — candidates without it are ineligible for that post specifically
- Posting can be in any part of UP — rural or remote postings possible initially
Our verdict: If you cleared PET-2025 with a competitive normalised score — this is a must-apply. The ₹25 fee makes it virtually zero-risk, and with 2285 vacancies across 11 departments, the probability of selection for a well-prepared candidate is genuinely better than most state PSC or SSC exams at this level. Even if you are simultaneously preparing for UPPSC or SSC CGL, this exam's syllabus overlaps significantly — making parallel preparation highly efficient.
Who should prioritise this: Graduates who cleared PET-2025 with a strong normalised score, candidates targeting Group C state government employment in UP, and those who want a permanent government job without a face-to-face interview stage. Commerce or arts graduates with strong General Studies and Hindi background are particularly well-suited.
The Main Exam is 100 marks in 2 hours with negative marking. Here is how to prepare each section strategically — not just what to study, but how to study it effectively for this specific exam:
- History (10–12 questions expected): Focus on Modern India — 1857 Revolt, freedom movement, Gandhi era, Partition. Ancient and Medieval History from NCERT Class 6–12. UP-specific historical events (Nawabs of Awadh, 1857 in UP) often appear
- Geography (8–10 questions): Physical Geography of India — rivers, mountains, soil types. UP Geography: districts, crops, major rivers (Ganga, Yamuna, Saryu). Climate and environment basics from NCERT
- Polity (6–8 questions): Indian Constitution — fundamental rights, DPSP, Panchayati Raj, Parliament structure. UP-specific governance: district administration, role of DM, SDM, BDO
- Economy (5–6 questions): Budget terms, GDP, inflation basics. UP's economic profile — agriculture contribution, major industries, MSME policy
- Reasoning & Maths (6–8 questions): Basic Arithmetic (percentage, ratio, profit-loss, SI/CI), series, analogy, coding-decoding. NCERT Class 8–10 level
- Current Affairs (8–10 questions): Last 12 months — national and UP-specific. Focus on government schemes, sports (UP players), awards, appointments
- Sandhi & Samas (4–5 questions): Most frequently tested. Practice all 8 types of Sandhi (Swar, Vyanjan, Visarg) and 6 types of Samas with 15–20 examples each
- Vilom Shabd / Paryayvachi (3–4 questions): Memorise at least 200 word pairs — standard vocabulary lists from UP Board Hindi books
- Muhavare & Lokoktiyan (2–3 questions): Common proverbs and idioms with meanings — NCERT Hindi Vyakaran is a good source
- Ras, Alankar, Chhand (2–3 questions): Definitions and identification. Focus on Sringaar Ras, Veer Ras, Metaphor, Simile, Doha and Chaupai
- Error detection & filling (3–4 questions): Vakya Shuddhi — common grammatical errors in formal Hindi
- MS Office basics: MS Word (formatting, mail merge, page setup), MS Excel (basic formulas: SUM, AVERAGE, IF, VLOOKUP), MS PowerPoint (slide design, transitions)
- Internet & Email: Browser functions, search operators, email protocols (SMTP, POP3, IMAP), URL structure, cybersecurity basics
- Computer fundamentals: Input/output devices, memory types (RAM, ROM, Cache), storage units (KB, MB, GB, TB), operating system concepts
- Networking: LAN, WAN, MAN, IP address basics, TCP/IP, Wi-Fi vs Ethernet
- Government IT schemes: Digital India, e-Governance, e-District (UP), UMANG, DigiLocker — frequently asked in recent UPSSSC papers
- UP History & Culture: Nawabs of Awadh, UP's role in 1857, famous freedom fighters from UP (Ram Prasad Bismil, Chandrashekhar Azad), folk arts (Kathak, Chikankari, Zari-Zardozi)
- UP Geography: Rivers, dams, wildlife sanctuaries, districts and their nicknames, bordering states, major crops (sugarcane, wheat, mango)
- UP Government Schemes: Mission Shakti, Mukhyamantri Bal Seva Yojana, Kanya Sumangala, UP Expressways (Purvanchal, Bundelkhand), One District One Product (ODOP)
- Current Affairs — UP specific: Budget allocations, new airports, industrial corridors, recent appointments (Chief Minister, CM's office, key secretaries), sports achievements of UP athletes
- UP Economy: Contribution to national GDP, key industries (IT in Noida, leather in Agra, glass in Firozabad), MSME profile

Many candidates applying for UPSSSC are not entirely clear on how the PET system works or what "Lower PCS" means in terms of career standing. Here is a plain-language explainer:
- Conducts one common PET per year — candidates qualify once and the score is used across multiple recruitments that year
- The PET score is not a rank but a gate — candidates above the cut-off (which varies per notification) proceed to the Main Exam for specific posts
- This is why PET-2025 is valid for Lower PCS 2026 — the PET score from 2025 qualifies you for any UPSSSC Group C notification under the 2025 PET umbrella
- PET-2026 will be conducted separately for the 2026–27 cycle — those who missed PET-2025 must wait for PET-2026
- UPPSC Upper PCS: Group A and Group B gazetted officer posts — SDM, DSP, Deputy Collector, Block Development Officer (BDO). Selected through UPPSC PCS, not UPSSSC
- UPSSSC Lower PCS (this exam): Group C non-gazetted posts — clerical, revenue, urban, cooperative, and agriculture department junior-level positions. Not gazetted officer posts
- Despite the name, Lower PCS includes posts like Executive Officer of Nagar Panchayat — which carries real executive authority at the local governance level
- The salary range (Level 4–6) translates to approximately ₹25,500–₹1,42,400 (full scale) — competitive for Group C, with UP-specific allowances adding significantly
- Departmental promotion: After 3–5 years of service, promotion to the next level within the department — e.g., from Amin to Nayab Tehsildar, or from Account Inspector to Senior Account Officer
- UPPSC PCS route: Many Lower PCS officers simultaneously prepare for UPPSC PCS to move from Group C to Group A/B — the stability of a Group C job gives them time and income to prepare seriously
- Seniority-based promotions: In most UP departments, 10–15 years of service leads to Level 7–8 posts with gazetted status in some departments
- Lateral mobility: Some Lower PCS posts — particularly in Revenue and Urban Local Bodies — offer posting variety across districts, which broadens administrative experience
- vs UPPSC PCS: Lower PCS is Group C (non-gazetted); UPPSC PCS is Group A/B (gazetted officer). UPPSC PCS has interview; Lower PCS does not. UPPSC PCS has higher competition and longer timeline (2–3 years)
- vs UPSSSC Lekhpal (Revenue Lekhpal): Lekhpal is specifically for land records at village level; Lower PCS covers more departments with higher Level posts
- vs UP Police: UP Police (Sub-Inspector, Constable) is physical-test-based; Lower PCS is purely written. Different career trajectories
- vs SSC CHSL: SSC CHSL is for central government; Lower PCS is for UP state government. Lower PCS posts like Executive Officer carry more local authority than most SSC CHSL postings
- General (UR): 21–40 years
- OBC (NCL): 21–43 years (3 years relaxation)
- SC/ST (UP domicile): 21–45 years (5 years relaxation)
- PwD (Divyangjan): Up to 55 years (15 years relaxation over category limit)
- Ex-Servicemen: As per UP Government rules
- Total Questions: 100 MCQs | Total Marks: 100
- Duration: 2 hours | Medium: Hindi only
- Paper Structure: General Studies + Hindi (70 marks) + Computer & IT (15 marks) + UP GK (20 marks)
- Negative Marking: 0.25 marks deducted per wrong answer
- Mode: Offline OMR-based | Venue: Uttar Pradesh only
- Level 4 (Amin, Clerk): Basic pay ₹25,500 — scale up to ₹81,100

- Level 6 (Executive Officer): Basic pay ₹35,400 — scale up to ₹1,12,400
