Candidates must be Indian citizens and must hold a valid Maharashtra Domicile (Adhivas) Certificate as on the last date of application. This must be uploaded with the application. Residents of 865 Marathi-speaking villages on the Maharashtra-Karnataka border are also eligible as per GO dated 10.07.2008. Reservation benefits apply only to Maharashtra domiciles.

Educational Qualification — MBBS Post (766 posts)
MBBS degree from a constitutional university OR equivalent qualification listed in the First or Second Schedule of the Indian Medical Council Act, 1956 (No. 102 of 1956).
Candidates who studied abroad must have passed the NBE (National Board of Examinations) screening test held in India. NBE marksheet must be uploaded.

1st Priority: Super-specialist (DM/MCh)

Candidates must hold a valid MMC (Maharashtra Medical Council) or NMC registration certificate / Renewal Receipt as on the last date of application. Registration must be in force — expired registration is not accepted. Must be uploaded; application will be rejected if missing.

  • Regular Medical Officers already serving in Maharashtra Medical & Health Service Group-A (S-20) cannot apply.
  • MOs who were appointed, went unauthorized absent (AWOL), and were re-posted but did not join — will be rejected at any stage.
  • MOs who have submitted resignation but not yet received government acceptance of resignation cannot apply.
  • Candidates without valid Maharashtra Domicile certificate cannot claim any reservation benefit.
  • Candidates who submit more than one application — all applications will be rejected.
  • Candidates with false information in the application will be disqualified at any stage, even after appointment.
  • Candidates from outside Maharashtra cannot claim SC/ST/OBC/EWS/SEBC reservation — will be treated as Open category.

Merit / Scoring System — 100 Marks Total

There is no written exam. Selection is based entirely on a merit score of 100 marks calculated from academic performance, PG qualification, and work experience as detailed below:

📊 Separate merit lists are prepared for: (1) each Specialist category and (2) pure MBBS candidates. Experience certificates must be from competent authorities. For abroad-educated candidates, NBE score replaces the MBBS percentage component. Experience assessment cut-off is the last date of application.

Application Scrutiny & Eligibility Check

Submitted applications are verified for eligibility — domicile, MMC/NMC registration, internship, educational qualification, and experience documents. Eligible candidates list is published on the official portal.

Merit List Preparation  100 Marks

Merit scores are calculated based on MBBS percentage (50), PG qualification (20), and government experience (30). Separate merit lists are drawn for each specialist category and for pure MBBS candidates.

Document Verification (Original Certificates)

Selected candidates are called for verification of all original certificates — MBBS marksheets, PG certificates, internship, MMC/NMC registration, domicile, category certificate, experience, and identity proof. Self-declaration affidavit is mandatory.

Appointment Order & Final Joining

Selected candidates receive appointment orders and must join within the stipulated period. A mandatory 2-year probation period applies. Candidates must submit a bond to serve for at least 5 years or pay the prescribed penalty. No private practice is permitted after joining.

The starting basic pay is ₹56,100 per month under Pay Level S-20 (7th Pay Commission), with a pay band of ₹56,100 – ₹1,77,500. Specialist MOs receive 3 additional increments (non-tribal posting) or 6 increments (tribal area posting) at joining. Additionally, DA, HRA, Medical Allowance, Non-Practice Allowance (NPA), and other government allowances are payable. Promotion to S-23 (₹67,700–₹2,08,700) is available subject to eligibility.

Is Maharashtra Domicile mandatory? What if I am from another state?

Yes, Maharashtra Domicile is mandatory and must be valid as on the last date of application. It must be uploaded with the application. Candidates from other states can apply but will be treated as Open/General category — they cannot claim SC/ST/OBC/EWS/SEBC or any reservation benefit. Without a valid domicile certificate, the application will be rejected outright.

Can a candidate with foreign MBBS degree apply?

Yes, but with conditions. Candidates with an MBBS degree from abroad must have cleared the NBE (National Board of Examinations) screening test conducted in India before the notification date. Can existing regular MOs in Maharashtra government apply?

Similarly, MOs who are AWOL or whose resignation has not yet been accepted by the government cannot apply.

Is private practice allowed after appointment?

No private practice is allowed after appointment as Medical Officer. However, selected candidates will receive Non-Practice Allowance (NPA) as compensation. Selected candidates must also sign a bond to serve for a minimum of 5 years or pay the prescribed penalty. PG education leave is not permitted until 3 years of regular service are completed.
