Uttarakhand Lok Seva Aayog (UKPSC), Haridwar–249404 has released the schedule and admit card notification for the Uttarakhand Combined State Civil/Pravara Subordinate Services (Main) Written Exam 2025. The Admit Card (Pravesh Patra) is available for download from 11 April 2026 (Saturday) at the official website psc.uk.gov.in. The Main Written Exam is scheduled across 4 days from 27 April 2026 (Monday) to 30 April 2026 (Thursday), with 8 papers conducted at exam centres in Haridwar and Haldwani. The notice was issued vide Sankhya 03/01/E-01/DR/PCS/2025-26 dated 07 April 2026, signed by Secretary Ashok Kumar Pandey. Admit cards will NOT be dispatched by post.
The Uttarakhand Combined State Civil/Pravara Subordinate Services (Main) Exam 2025 is the most significant state-level civil services examination in Uttarakhand, conducted by UKPSC to fill posts across various departments of the Uttarakhand Government. Candidates who cleared the Preliminary Examination under Advertisement No. A-1/E-1/PCS-2025/2025-26 dated 07 May 2025 are now called for the Main Written Exam. The Main Exam is a comprehensive written test spanning 4 days with 8 papers — covering General Hindi, Essay writing, four General Studies papers, and two papers specifically on Uttarakhand state affairs.
The Main Examination is of a written (descriptive) nature — not objective/MCQ. Each paper is 3 hours long, and two papers are conducted per day in two sessions. The morning session runs from 9:00 AM to 12:00 PM and the afternoon session from 2:00 PM to 5:00 PM, with a 2-hour gap between sessions. All exam centres are located in Haridwar and Haldwani — the two designated cities for this examination. Candidates must check their individual admit card for the specific centre allotted to them, as UKPSC does not accommodate venue change requests.

The timeline between admit card release (11 April) and exam start (27 April) gives candidates exactly 16 days — which is a reasonable but not generous window. This means candidates who have not yet organised their subject-wise notes and revision plans should begin immediately. The 4-day exam structure also means candidates need to manage their energy and preparation across a full week — Day 1 (Hindi + Essay) sets the tone, while Days 2–4 involve the substantive General Studies papers that carry more academic depth.
For PwD candidates requiring a scribe, the window is even tighter — the scribe application deadline is 16 April 2026 (Thursday), just 5 days after admit cards are released. This means PwD candidates should begin the scribe documentation process immediately upon reading this notification, without waiting for the admit card to arrive. All scribe documents must reach UKPSC, Haridwar–249404 by 16 April 2026 via post or physical submission. Email submissions are explicitly rejected as per Point 3 of the official notice.

The UKPSC Upper PCS Mains 2026 follows a structured 4-day, 8-paper format. Each day has two sessions — a 3-hour morning session starting at 9:00 AM and a 3-hour afternoon session starting at 2:00 PM. The paper sequencing has been deliberately designed: Day 1 covers language skills (Hindi and Essay), which warms up writing ability before the substantive academic content begins from Day 2. The General Studies papers (Days 2–3) cover national-level topics, while Day 4 dedicates both sessions to Uttarakhand-specific knowledge — a pattern that aligns with UKPSC's emphasis on regional understanding as a core competency for state service.
Each paper has been assigned a specific code number (91 through 98) that appears on the answer booklets and official records. Paper-VII and Paper-VIII both deal with Knowledge of State of Uttarakhand (Codes 97 and 98) — indicating that Uttarakhand-specific GK is treated as a two-paper segment, likely covering different aspects such as geography, history, polity, and economy of the state in the two separate papers. Candidates who have not specifically prepared Uttarakhand state affairs will find Day 4 to be the most challenging session if they have relied only on national-level preparation material.

The 8-paper structure of UKPSC Upper PCS Mains 2026 covers a broad range of subjects — from language proficiency and writing skills to global history, governance, ethics, environment, technology, and Uttarakhand-specific knowledge. This mirrors the UPSC CSE Mains structure in many respects, making candidates who have also prepared for UPSC well-placed for this examination. The key differentiator is Papers VII and VIII — both dedicated to Uttarakhand state-specific GK — which are unique to Uttarakhand's PCS examination and require focused regional preparation beyond what UPSC material covers.
Paper-VI on Ethics, Integrity and Aptitude (GS-IV) deserves special attention. This paper is not about factual recall but about application of ethical reasoning to real-world scenarios, case studies, and administrative dilemmas. Candidates who have practised writing structured answers to ethical case studies — rather than just reading theory — tend to score significantly better in this paper. Since it is a descriptive exam, the quality of reasoning and articulation in each answer matters as much as the content itself.
The admit card for UKPSC Upper PCS Mains 2026 is available at psc.uk.gov.in from 11 April 2026. Candidates need their registration credentials — typically the registration number and date of birth — to log in and download the admit card. If you have forgotten your registration details, use the "Forgot Registration Number" option on the portal. Do not wait until 26 April to download — government portals experience high traffic immediately before exams, and technical difficulties are common on last-minute rush days.
After downloading, verify every detail on the admit card carefully: name spelling, date of birth, registration number, photograph, signature, paper-wise exam schedule, and — most critically — your allotted exam centre in Haridwar or Haldwani. If there is any discrepancy in your name, photo, or date of birth, contact UKPSC immediately at their Haridwar office. The official notice explicitly states that no exam centre change will be granted by the Commission, so you must report to the centre printed on your admit card.

Download and Verify All Details
Download the admit card PDF. Verify: Name, Date of Birth, Registration Number, Photograph, Signature, Exam Centre (Haridwar or Haldwani), Centre Address, Paper-wise Schedule (all 8 papers with dates and timings). Report any discrepancy immediately to UKPSC — do not wait until exam day.
Print Multiple Copies
Print at least 2–3 copies of the admit card. Keep one at home and carry one (or more) to each exam session. You need to carry the admit card to all 8 papers across all 4 exam days — it is required at entry every day. Photocopy of the admit card is not accepted; carry the original printed copy.
Carry Valid Photo ID to Each Session
Along with the admit card, carry a valid original Photo ID to every exam session: Aadhaar Card / Voter ID / Driving Licence / PAN Card / Passport. Photocopy of ID is not accepted. You must present both the admit card and the original photo ID at the exam centre entrance.
The official notice contains detailed provisions for Divyang (PwD) candidates who need a scribe (Shrulekha/श्रुतलेखक). The scribe policy has been designed with specific safeguards to prevent misuse while ensuring genuine PwD candidates are not disadvantaged. A particularly important provision is the educational qualification cap for scribes: the scribe's qualification must be one level below the mandatory qualification for the post, but not less than High School (10th pass) from any state. This prevents candidates from using high-scoring proxies as scribes, while ensuring scribes can write fluently.
Candidates from outside Uttarakhand who find it difficult to arrange a scribe themselves can request the Commission to provide one — but this request must be made with complete documentation by 16 April 2026. UKPSC will then arrange a scribe for those candidates. One critical rule: if a candidate has multiple language subjects or papers, more than one scribe can be allowed — but no single scribe can be used for more than one subject in one sitting. PwD candidates using scribes also get 20 extra minutes per hour of exam time — for a 3-hour paper, this means 60 additional minutes (1 hour extra), making their effective exam time 4 hours.
- Who can apply: Divyang (PwD) candidates who need a scribe — especially those from outside Uttarakhand who cannot easily arrange one themselves
- Scribe's educational qualification: One level below the post's mandatory qualification, but not below High School (10th pass) from any state. Commission will verify this
- Multiple scribes: Allowed for different language subjects/papers, but one scribe cannot write for more than one subject in a single sitting
- Extra time: 20 minutes per hour extra time given to PwD candidates using scribes (i.e., 60 minutes extra for a 3-hour paper)
- Commission arrangement: UKPSC will provide scribes to Divyang candidates who submit all required documents by the deadline
- Medical certificate from competent health authority — Chief Medical Officer / Surgeon / Medical Officer — in prescribed proforma
- Two passport-size photographs — one of the candidate and one of the proposed scribe
- Scribe's educational qualification — mark sheets and certificates
- Scribe's Aadhaar Card — photocopy
- Self-attested copy of the disability certificate — in prescribed proforma
- All documents must be submitted by post or physical delivery to: Secretary, Uttarakhand Lok Seva Aayog, Haridwar–249404
